You don't have to register your game to have access to the DLCs, but you will if you want the promotional items. The promotional content can be downloaded from Bioware's site if you create or log into your Bioware/EA account and register you game. The Ultimate edition gives you the base game, Awakening, and all the rest of the DLC's. It comes with every new copy of the game (think like an online pass, but it's single player content).
